Insight into the challenges of festival programming
Tiina Lokk has been at the helm of PÖFF since its inception, navigating the complexities of festival programming against the backdrop of global conflicts and budget constraints. With a reputation as one of the top women in global entertainment, Lokk’s insights provide a unique perspective on the evolving challenges.
Navigating global complexities
Last year posed significant difficulties due to the Gaza conflict and the ongoing Russian-Ukrainian war. This year, despite some ease, the pressure from different political factions remains palpable. Lokk emphasizes the need to remain independent in programming choices despite external pressures.
“Staying free and independent as a programmer is vital; otherwise, I would quit,” Lokk asserts. This commitment to freedom underscores her dedication to showcasing diverse and uncensored voices from various regions.
The evolving role of a festival programmer
With over two decades of experience, Lokk acknowledges that running a film festival today is more challenging than ever. Beyond maintaining cultural and educational mandates, there is a need for a strong industry sidebar to drive local and regional audiovisual sectors.
Creating an environment where filmmakers can share their stories and connect with audiences is paramount. Lokk stresses the importance of defending each film and its creator, ensuring a fair platform for all narratives within the international political landscape.
Controversy and inclusion
In the current political climate, Lokk navigates complex decisions about film inclusion. Films from Russia with state financing are excluded due to the war in Ukraine. However, she remains open to films from exiled Russian filmmakers and creatives from other contentious regions. Closing doors to filmmakers solely based on their country’s political situation would ultimately narrow the festival’s scope and limit diverse storytelling.
Promoting independent voices
PÖFF’s dedication to independent cinema is notable, with a special section highlighting Georgian filmmakers. Amidst political turmoil in Georgia, this focus aims to uplift voices free from censorship. Lokk’s personal experiences with censorship during her youth drive this mission to protect artistic freedom.
Reflecting on a decade of A-list status
Celebrating 10 years as an A-list festival, PÖFF’s journey has not been without hurdles. The initial years were tough as industry players hesitated to premiere major releases in Tallinn. However, PÖFF’s competition programs have since gained recognition for their influence on the global festival circuit.
Balancing art and commerce
Acknowledging the limitations of a smaller market, Lokk maintains a realistic perspective on the festival’s aspirations. Unlike Cannes or Venice, PÖFF focuses on blending auteur cinema with commercial appeal to satisfy a broad audience. This balance is crucial as ticket sales significantly contribute to the festival’s overall budget.
Budget constraints and resilience
Operating with one of the smallest budgets among A-list festivals, PÖFF faces continuous financial challenges. Despite Estonia’s struggling economy, the festival perseveres, driven by a dedicated team and volunteer support. Lokk’s optimism prevails as she remains hopeful for future growth and opportunities.
A strong selection process
Curating a festival of this magnitude involves meticulousness and commitment. With over 2,000 films watched by the programming team, the selection process ensures a high standard of quality and relevance. The introduction of a documentary competition strand reflects the thriving documentary sector in the Baltics, further enriching the festival’s offerings.
Embracing technology with AI Susi
This year, the festival introduces AI Susi, a groundbreaking recommendation tool designed to enhance the film selection process for audiences. This tool leverages AI to suggest films based on user preferences, promising a more tailored and enjoyable festival experience.
