The invitees were told they had won free tickets and would be provided with bus transportation to a pregame party where they could collect their prizes. The event promised additional drawings for Redskins season tickets and an all-expenses-paid trip to Super Bowl XX.
The execution
On December 15, 101 of the 3,000 invited individuals arrived at the Washington Convention Center, dressed in Redskins apparel and hopeful for a win during a shaky 8-6 season. Unbeknownst to them, more than 150 undercover officers were waiting, disguised as cheerleaders, caterers, Flagship representatives, and even janitorial staff. One officer donned a San Diego Chicken suit to blend in.
The arrest
Arresting 101 fugitives simultaneously posed significant risks. Therefore, upon arrival, the criminals were checked in and moved to a separate room in groups of approximately 15 people. They were told they would receive their tickets and hear a few words from the party’s master of ceremonies, Louie McKinney, the chief of enforcement operations.
McKinney began his presentation, outlining the day’s events and sharing details about Flagship’s new sports programming lineup. He had a prearranged signal with the Special Operations Group (SOG), which was supposed to enter the room when he said “surprise.” However, nothing happened after he gave the signal. Thinking he needed to repeat the cue louder, McKinney tried again, shouting, “Today really is your lucky day, and I’ve got a big surprise for you!”
At that moment, 25 members of the SOG flooded the room with weapons drawn. This process was repeated until all 101 fugitives were in custody, resulting in a total of 144 arrests.
